The RVRSA staff/personnel consist of 28 full-time employees within the following departments: accounting, engineering, laboratory, operations and maintenance. 

The plant is managed by Executive Director Mr. Edward K. Ho, P.E, P.P., and operated by licensed operator Mr. Robert G. Sobeck, P.E., S-4, C-4.
